Junet Mohamed Blasts William Ruto for Recycling 'Incompetent' Officials in Govt Appointments

The lawmaker, who is also the leader of the minority side in the National Assembly, argued that the president constantly forgoes merit whenever he makes appointments; he said the president values loyalty at the expense of a nominee's efficiency.

Why Junet Mohamed is unhappy with Ruto's appointments

Speaking during a session in the National Assembly on Thursday, April 17, Junet faulted the appointing authority for preferring politicians and sacked public servants over deserving professionals.

The house was deliberating on, among others, the suitability of former Health Cabinet Secretary Susan Nakhumicha to be the permanent representative of Kenya to the UN-Habitat in Nairobi.

Junet seemed to be bothered by the suitability of Nakhumicha to hold her new post, considering she was sacked over an apparent inefficiency.

Besides, the MP argued that Nakhumicha was not professionally qualified as a diplomat to take up her new role.

He said such appointments that are inconsistent with the basic educational qualifications were denying the qualified professionals the opportunity to practise their forte.

"We cannot be recycling people who have served in a high office then give them another office. When will our career diplomats get a chance to serve in our diplomatic missions? Every politician or civil servant who has failed is being dumped to a certain mission. This is demoralising our career civil servants. There is no broad-based government in this," he said.

Junet questioned why Ruto would consider someone like Nakhumicha, yet she was sacked for, among other reasons, supposed incompetence.

He wondered how quickly the sacked public servants could redeem themselves to win back the president's confidence.

"The late Daniel Moi never did this; Mwai Kibaki never did it. This thing of recycling people like Dandora waste started with the Jubilee administration. This culture must end. By the time the appointing authority is relieving people of their duties, there must have been a problem, either some incompetence somewhere, malpractice, or even a change of loyalty. I want to see in a list of 10 diplomatic appointments; at least six or seven are career diplomats, and then we can have top-ups of three who are not from that line," Junet said.

He threatened to bring up legislation to bar sacked civil servants or failed politicians from taking over posts meant for professionals.

This would not be the first case in which Ruto is called out for entrusting a critical post to a nonprofessional.

Why Aisha Jumwa's appointment was opposed

In January this year, the Institution of Engineers of Kenya (IEK) sought the revocation of Aisha Jumwa?s appointment as chairperson of the Kenya Roads Board (KRB).

According to the IEK, Jumwa's appointment did not adhere to the Kenya Roads Board Act, which stipulates that the chairperson must be proposed by such organisations, the Automobile Association of Kenya and the Kenya Association of Manufacturers.

They also argued that Jumwa was not technically qualified with expertise in areas like civil, structural, or transport engineering to ensure proper oversight of the nation?s road infrastructure.
